Moscow, 2007- ValueFirst, which is a leading MVNO for data services with over 800

being data only MVNO for enterprises in the GSM conference being held in Moscow on
5th and 6th June, 2007.

The Russian and CIS mobile market has seen tremendous growth in recent years. Total
subscriptions in the region surpassed 200 million at end-2006, while penetration
passed 100%. Undoubtedly, the Russian market has been driving growth in the region,
accounting for 55% of total net additions in 2006.

At end-2006, Russian penetration stood at 107%, however figures can be deceptive.
Thanks to the growing number of multiple SIM ownership on the Russian market,
estimates that actual user penetration stood at approximately 70%, which indicates
that some growth potential still in the Russian market.

“With ARPU in the region as one of the lowest in Europe and mobile penetration
already close to 100%, mobile operators will have to look for alternate revenue

channel for the existing enterprise wide applications like SAP, Siebel etc. can be
an interesting service with newer revenue streams”, quoted Vijay Shukla, Country
